This is a set of two Nakajima Seisakusho Fashion Dolls, Osanpo Loco-tan. These are quite old and therefore rare items.
Although they are unused and unopened, the boxes are crushed and sooty. From what I can see from the outside, the Loco-tan dolls themselves seem to be in good condition, but the other accessories appear to be dirty.
